Greetings fellow Mudge Islanders, June 30, 2018
It has been a while since you last heard an update regarding the Targeted Review of the Mudge Island Land Use Bylaw (LUB) with respect to Lot Coverage. The last notice we sent was to advise you all that the Gabriola Local Trust Committee (LTC) had requested Islands Trust Planning Staff to draft proposed LUB amendments to the definitions of Maximum Lot Coverage as well as what constitutes “Structures”. We had anticipated that these draft Bylaws would have been presented to the LTC at their June meeting. Unfortunately these draft bylaws were still in the legal review process at that meeting date.
The good news is that we are assured that the draft bylaws will be ready for the LTC meeting scheduled for July 12 on Mudge Island. The Plan is in fact to have a “Special” LTC Meeting as well as a Community Information Meeting to allow you to hear the specific proposals, and be provided an opportunity to comment on them. At this point, we understand that the meeting will be called to order at 10:30 am, and will be held at the public access on Driftwood Drive. This is the access immediately adjacent to the Erickson property.
As is normal for LTC meetings, an agenda package must be posted 5 days prior to their meeting. Given this we expect to see the draft amendments by the end of next week ( July 5th or 6th). Once they are posted, we will send these to you all through our Island sites, with a reminder of the specific date and time of the LTC meeting.
The question of what happens next is still a little vague for us. We are given to expect that at the LTC meeting on July 12th, these draft amendments will be given first reading. It is ok, and in fact expected that we will want to see some changes to the drafts. This is normal. From first reading, it is reasonable to expect that the Mudge Island Advisory Planning Commission (APC) will receive a referral from the LTC to review the proposed amendments and to provide comment. If this does in fact happen, you can expect the APC to hold a public meeting on Mudge Island where a formal response would be prepared. From that point, changes may or may not be made to the original draft amendments at a subsequent LTC meeting.
From there we understand that the proposed amendments go to second reading, where public comment is permitted. We think that if the proposed amendments are agreed upon by the trustees, they move to third reading at a subsequent LTC meeting. If adopted then, we have succeeded in amending our LUB with respect to Lot Coverage. Please understand that this process is new to us, so hope you can appreciate our hesitancy in saying exactly what will transpire.
In any event, we are moving forward which we are very happy to report. We ask that you mark your calendars for the LTC meeting scheduled for July 12, 10:30 am, and look forward to seeing as many of you as possible at this very important meeting.
